3. Risk Management & Liability Protection
Ensure SEHAL events meet insurance, safety, and liability standards.
Conduct proactive assessments of facilities, housing, and travel.
Provide crisis-response guidance during disputes, injuries, or misconduct.
4. League Governance & Bylaws Enforcement
Interpret and enforce SEHAL bylaws and TCAL Southeast policies.
Advise the SEHAL Board of Trustees on disciplinary actions, rule changes, and governance issues.

Provide neutral arbitration protocols for disputes among schools, athletes, or coaches.
Mediate NIL and transfer conflicts to avoid litigation.
7. Education & Training
Deliver legal education modules for coaches, parents, and athletes.
Provide continuous updates on NCAA and state law changes.

Prep Student: Postgraduate or non-traditional high school athlete preparing for college.
Member Program: Any team or school officially registered and approved by SEHAL and TCAL Southeast.
NIL: Student-athlete monetization rights (Name, Image, Likeness).
π ARTICLE I: NAME & AFFILIATION
1.1 Name: Southeast Elite High School Athletic League (SEHAL).
1.2 Oversight: Operates under TCAL Southeast, a regional division of the Texas Christian Athletic League (founded 1991).
1.3 Affiliation: SEHAL and TCAL adhere to NFHS competition standards.
π― ARTICLE II: MISSION & PURPOSE
2.1 Mission: To elevate elite high school basketball in the Southeast through competition, academics, and national exposure.
2.2 Objectives:
Provide a platform for elite programs.
Ensure NCAA compliance.
Showcase athletes through national events.
Promote discipline, leadership, and integrity.
π« ARTICLE III: MEMBERSHIP
3.1 Eligibility: Open to private, charter, and homeschool athletic programs in FL, GA, NC, SC, and approved regions.
3.2 Application: Schools apply via the SEHAL League Office or online at www.Sehal.net.

3.3 Annual Dues:$______ per team (due by August 10).
Non-refundable, non-transferable.

Two-Year Membership & Financial Commitment
This agreement shall constitute a binding two-year commitment between the member school and the Southeast Elite High School Athletic League (SEHAL).
Duration of Commitment
By signing this agreement, each school commits to remain a full and active member of SEHAL for a minimum of two consecutive athletic years, beginning with the first season of participation.
Financial Obligation
Withdrawal from SEHAL during this period does not release a member school from its financial responsibility. All annual league dues, fees, and assessments for both years remain payable in full, regardless of whether the school chooses to participate in scheduled competitions.
Withdrawal Policy
Schools that withdraw before fulfilling their two-year commitment shall:
Remain liable for all league dues for the duration of the commitment.
Forfeit any rights to refunds, credits, or fee transfers.
Face possible sanctions or restrictions from re-entry into SEHAL or affiliated leagues in future seasons.
Enforcement of Commitment
Failure to honor this financial obligation may result in:
Fines and penalties as determined by the SEHAL Executive Board. Withholding of postseason eligibility for any affiliated teams or athletes. Formal collection action to recover owed funds.
Purpose of Commitment
This two-year requirement ensures league stability, scheduling integrity, and financial accountability across all member schools. It allows SEHAL to provide consistent competition, national exposure opportunities, and resource support for all programs.
π§Ύ ARTICLE IV: TEAM & PLAYER REQUIREMENTS
Full rosters due September 1.
Must submit ID, transcripts, DOB, and NCAA-approved academic status.
Player eligibility requires full-time enrollment in accredited programs.
Insurance: Programs must provide liability coverage naming SEHAL/TCAL Southeast.
π ARTICLE V: COMPETITION STANDARDS
NFHS Rules: 32-minute games, 24-second shot clock, 5 fouls = disqualification.
Uniforms: NFHS-compliant, with home and away kits.
Schedules: Released by August 10; games FriβSun.
π« ARTICLE VI: RECRUITING & COMPLIANCE
No in-league recruiting or transfer incentives.
Penalties:
1st offense: $500 fine + warning.
2nd offense: One-year probation.
3rd offense: Expulsion.
π ARTICLE VII: ATTENDANCE & RESPONSIBILITIES
Mandatory participation in all league games.
Valid absence requires 48-hour emergency notice.
No-show penalties:Β $2,500 fine, forfeiture, loss of playoff eligibility.
π ARTICLE VIII: POSTSEASON
Playoff eligibility based on SEHAL record & strength of schedule.
Championship: February β Atlanta, GA.
NIL Legacy Bonus: Up to $50,000 for champion program (pending approval).

Must be approved by the SEHAL Executive Board and ratified by TCAL Southeast.

Head coaches must review and sign bylaws annually.
Signed copies due before the first official game.
ποΈ ARTICLE XI: MEDIA, DISCIPLINE & ACADEMICS
Media: Use of SEHAL branding requires Media Relations approval.
Discipline: Unsportsmanlike conduct, academic fraud, or misconduct may result in fines, suspensions, or expulsion.
Academics: Reports due twice per semester. Violations may result in ineligibility or probation.
