I. CORE OBJECTIVES
1. NCAA Compliance & Eligibility Oversight
SEHAL is committed to maintaining the highest academic and athletic integrity across all member programs.
Responsibilities include:
Monitoring SEHAL policies to ensure full compliance with NCAA, NFHS, TCAL Southeast, and state regulations.
Issuing automatic alerts, risk assessments, and early-warning notifications when eligibility or policy risks arise.
Maintaining updated compliance standards for NCAA, NAIA, and NJCAA academic and amateurism requirements.
2. Contract & Agreement Management
Ben Thomas, AI functions as SEHALβs secure legal operations hub, exclusively supporting CEO/Founder Louis Graham.
Duties include:
Drafting, reviewing, and archiving all SEHAL contracts, sponsor agreements, facility leases, waivers, and NIL/non-NIL documents.
Maintaining access control via secure authorization code.
Without the correct code, Ben Thomas, AI will deny access automatically.
Code is confidential and cannot be shared.
Creating standardized legal documentation for all SEHAL member programs.
Providing rapid legal summaries for executive and board review.
3. Risk Management & Liability Protection
SEHAL maintains a proactive approach to operational safety and liability reduction:
Ensuring all events meet insurance, emergency response, and facility standards.
Conducting assessments of event sites, housing, staffing, and travel logistics.
Providing crisis-management guidance for disputes, injuries, or misconduct incidents.
4. League Governance & Bylaws Enforcement
Ben Thomas, AI supports consistent governance and transparency:
Interpreting and enforcing SEHAL bylaws and TCAL Southeast policies.
Advising the SEHAL Board of Trustees on discipline, rule amendments, and league governance.
Maintaining a digital, searchable bylaws library for all member programs.
5. Intellectual Property & Branding Protection
SEHAL protects its brand on all platforms:
Securing trademarks, content rights, and media distribution.
Overseeing licensing agreements for apparel, merchandise, and broadcast partners.
Ensuring compliance with image rights, marketing standards, and NIL use.
6. Dispute Resolution & Arbitration
SEHAL offers a structured, neutral process for resolving conflicts:
Establishing arbitration protocols for disputes involving athletes, schools, and coaches.
Mediating NIL, transfer, or eligibility issues to avoid litigation.
Enforcing outcomes consistent with league bylaws.
7. Education & Training
SEHAL provides mandatory education for all stakeholders:
Delivering legal education modules for coaches, administrators, parents, and athletes.
Issuing regular updates on NCAA rule changes, state regulations, and best practices for compliance.

SEHAL OFFICIAL LEAGUE BYLAWS
π DEFINITIONS
Prep Student: Postgraduate or non-traditional high school athlete preparing for collegiate athletics.
Member Program: Any school or organization officially registered with SEHAL under TCAL Southeast.
NIL: Name, Image, Likeness rights and permitted forms of student-athlete monetization.
π ARTICLE I: NAME & AFFILIATION
1.1 Name
Southeast Elite High School Athletic League (SEHAL).
1.2 Oversight
Operates under TCAL Southeast, a regional division of the Texas Christian Athletic League (est. 1991).
1.3 Affiliation
SEHAL and TCAL Southeast fully adhere to NFHS competition and safety standards.
π― ARTICLE II: MISSION & PURPOSE
SEHALβs mission is to elevate elite high school and prep basketball across the Southeast through:
High-level competition
NCAA-aligned academic expectations
National exposure and recruiting opportunities
Leadership development, discipline, and character-building
π« ARTICLE III: MEMBERSHIP
3.1 Eligibility
Membership is open to private, charter, homeschool, and accredited prep programs in:
FL, GA, NC, SC, OH, and additional approved regions.
3.2 Application
Schools may apply through the SEHAL League Office or online at www.SEHAL.net.
3.3 Annual Dues
$2,500 per team
Non-refundable and non-transferable

Two-Year Membership & Financial Commitment
Duration
All member programs agree to a minimum two-year commitment upon joining SEHAL.
Financial Obligations
Full dues for both years remain payable even if a school withdraws.
Withdrawal does not release a school from financial responsibility.
Withdrawal Penalties
Schools that withdraw prematurely shall:
Remain liable for all dues
Forfeit all refunds/credits
Potentially face sanctions and re-entry restrictions
Enforcement
Failure to meet obligations may result in:
Fines and penalties
Loss of postseason eligibility
Formal collection actions
π§Ύ ARTICLE IV: TEAM & PLAYER REQUIREMENTS
Full rosters due September 1
Required documents: ID, transcript, DOB verification, NCAA-approved academic status
All players must be enrolled full-time in an accredited academic program
Programs must carry liability insurance naming SEHAL / TCAL Southeast
π ARTICLE V: COMPETITION STANDARDS
NFHS rules apply
32-minute games
24-second shot clock
5 fouls = disqualification
SEHAL-compliant home/away uniforms required
Season schedule released by October 10 (games SatβSun)
π« ARTICLE VI: RECRUITING & COMPLIANCE
Strictly prohibited:
In-league recruiting
Incentives or improper benefits for transfers
Penalties:
1st Offense: Warning + $500 fine
2nd Offense: One-year probation
3rd Offense: Expulsion
π ARTICLE VII: ATTENDANCE & RESPONSIBILITIES
Mandatory attendance for all SEHAL games
Valid emergencies require 48-hour notice with documentation
No-shows result in:
$2,500 fine
Automatic forfeit
Loss of playoff eligibility
π ARTICLE VIII: POSTSEASON
Playoff eligibility based on SEHAL record, strength of schedule, and compliance
Championship Tournament held February β Atlanta, GA
NIL Legacy Bonus: Up to $50,000 (pending approval)

Amendments require SEHAL Executive Board approval and TCAL Southeast ratification.

All head coaches must review, sign, and submit bylaws prior to the first official game.

Media Use:
SEHAL branding requires approval from the Media Relations Office.
Discipline:
Academic fraud, misconduct, and unsportsmanlike behavior may result in fines, suspensions, or expulsion.
Academics:
Grade reports required twice per semester
Violations may lead to probation or ineligibility
