πŸ“˜ ARTICLE I: NAME & AFFILIATION

1.1 Name: The organization is officially titled the Southeast Elite High School Athletic League (SEHAL).
1.2 Governing Oversight: SEHAL operates under TCAL Southeast, a regional division of the Texas Christian Athletic League (TCAL), founded in 1991.
1.3 National Affiliation: TCAL, and by extension SEHAL, is a member of the National Federation of State High School Associations (NFHS) and adheres to NFHS competition and governance standards.


🎯 ARTICLE II: MISSION & PURPOSE

2.1 Mission Statement: SEHAL exists to elevate elite high school basketball in the Southeast through structured competition, academic excellence, and national exposure.

2.2 Objectives:

  • Provide a platform for top-tier preparatory programs

  • Ensure academic compliance and NCAA eligibility

  • Showcase athletes through nationally televised events

  • Promote integrity, discipline, and leadership among student-athletes


🏫 ARTICLE III: MEMBERSHIP

3.1 Eligibility: Open to private, charter, and homeschool athletic programs in Florida, Georgia, North Carolina, South Carolina, and other approved regions.
3.2 Application: Programs must apply via the SEHAL League Office and be approved by TCAL Southeast.
3.3 Annual Dues:

  • $______ annual fee per team

  • Due by August 10 each year

  • Non-refundable and non-transferable


🧾 ARTICLE IV: TEAM & PLAYER REQUIREMENTS

4.1 Registration: Team captains or program directors must submit complete team registration and rosters by September 1.
4.2 Roster Compliance:

  • Legal full name, DOB, and grade level

  • Government-issued or school photo ID

  • Academic transcript

  • Use of NCAA-approved academic platforms (for prep students)
    4.3 Player Eligibility:

  • Must be enrolled full-time in an accredited academic program

  • Must be on track to graduate from high school

  • May not have enrolled full-time in a postsecondary institution
    4.4 Insurance: All programs must provide proof of liability insurance naming SEHAL and TCAL Southeast as additional insured.


πŸ€ ARTICLE V: COMPETITION STANDARDS

5.1 Game Rules (NFHS):

  • 32-minute games (4 Γ— 8-minute quarters)

  • 24-second shot clock

  • 5-minute overtimes

  • 5 fouls = disqualification

  • League-issued basketballs only
    5.2 Uniforms:

  • NFHS-compliant with visible, legal numbers

  • Both home and away kits required
    5.3 Schedule:

  • Released by August 10

  • Games scheduled Fridays through Sundays


🚫 ARTICLE VI: RECRUITING & COMPLIANCE

6.1 In-League Recruiting:
Strictly prohibited:

  • Contacting athletes from other SEHAL/TCAL-affiliated programs

  • Offering transfer incentives
    6.2 Penalties:

  • 1st Offense: $500 fine + written warning

  • 2nd Offense: One-year probation

  • 3rd Offense: Expulsion from SEHAL


πŸ“ ARTICLE VII: ATTENDANCE & GAME RESPONSIBILITIES

7.1 Mandatory Participation:

  • Teams must participate in all scheduled league games

  • 48-hour emergency notice required for valid absences
    7.2 No-Show Penalties:

  • Up to $2,500 fine

  • Game forfeiture

  • Loss of playoff eligibility

  • Possible legal action for damages


πŸ† ARTICLE VIII: POSTSEASON & CHAMPIONSHIP STRUCTURE

8.1 Playoff Qualification:

  • Based on SEHAL record and strength of schedule

  • Only games against SEHAL opponents count
    8.2 Championship Series:

  • SEHAL League Championship: February – Atlanta, GA

  • Regional Championships: February – San Antonio, TX

  • National Championship: March – Dallas, TX
    8.3 NIL Legacy Bonus (Pending Board Approval):

  • Up to $50,000 NIL bonus for the national champion program

  • Based on performance, academic standing, and leadership

9.1 Amendments:

  • Must be approved by the SEHAL Executive Board

  • Ratification through TCAL Southeast is required

10.1 Signature Requirement:
All head coaches must annually review and sign these bylaws, confirming:

  • Knowledge of SEHAL rules and policies

11.1 Media & Branding Policy:

  • Use of SEHAL branding requires SEHAL Media Relations approval

  • Unauthorized commercial use is prohibited

  • Branded asset access available upon request for recruitment/promotions

11.2 Disciplinary Protocols:

  • SEHAL reserves the right to discipline players or coaches for actions detrimental to the league

  • Violations include unsportsmanlike behavior, academic fraud, or social misconduct

  • Penalties may include fines, suspensions, or league expulsion

11.3 Academic Monitoring:

  • Student-athletes must maintain good academic standing

  • Academic reports due twice per semester

  • Violations may result in athlete ineligibility or program probation
